How come all the Dragons in Skyrim always either breathe fire or ice? Why don't at least some of them use all the interesting shouts you get(become etheral, marked for death, animal alliegance) It feels like it would make combat and the game itself much better

Why can you take a ton of potions in Skyrim all together with no reprecussions? Wouldn't it be cool if some if those potions didn't react with each other well and you could only take a certain amount?

That's why you use mods to re-add the shouts back into the Dragon's repertoire.
You can tell it was intended as well because they have all the voice files and assets available for the Dragons to shout in the BSAs.

Just what are dragons capable of lore wise? Can they do legitimate spells that have nothing to do with shouts? Can they summon daedra? Can their shouts get around what limitation they might come across in life such as making a shout to mimic telekinesis?
