Kind of. Lapis was cracked and sealed inside a mirror that the crystal gems were keeping locked up in the temple. They dont actually lock up all gems, only ones that are deemed dangerous/corrupted. Peridot wasnt damaged so they converted her to their side and keep her around.

In Disgaea 4/5 you can capture enemy units and then interrogate them for items/money/whatever else and if you want, you can add them to your list of playable characters, at which point they walk around the hub world and talk to you.
In Zettai Hero Project and The Guided Fate Paradox, you can find stray units who, upon defeat, will join your side, at which point you can put them to work one of the facilities in the hub world.
These are all JRPGs though, I dunno if thats what you're looking for.
