Pretty much. Nomura said way back in the KH1 Ultimania that Sora, Riku, and Kairi are treated as Disney characters and presumably this is still in effect. That's how KH V-Cast came to be, Nomura and Square had nothing to do with that game it was all Disney.

Aside from V cast they pretty much let Nomura do his own thing. Yeah he has to periodically run stuff by them, but for 3 he's said they've pretty much haven't said no to most of what he asked.
