+25 shields instead of +50 is good enough. He needs a flat speed boost instead of just giving him one for Transcendence.

I think the reason why Zenyatta's heals are worse is because he can kill more quickly and has discord. I know I'm stating the obvious, but by killing enemies more quickly, you give more time and opportunities for your heals to work on people (if there's a small amount of healing on a low health guy, but an enemy comes nearby, if the enemy is discorded and you and your ally is on his ass, you have more chance of removing the threat before your ally dies while being healed). The problem is that Lucio can also heal AND dps, just like Zenyatta. Mercy can just heal or damage boost, can't do both.
