Hahahaha, no. Treehouse made a really good job to put unique characteristics that fit to each one of the the NPCs in the game. Not every localization for every game is automatically considered bad.
Look at Octavio, or any character you can talk too, in both versions, compare the "Booyah!"and "C'mon!" shoutouts to "Nice!" and "To me!", and tell me how's the european's (or japanese's version) not more boring and bland.
