It might mean that works out his charge rate being the same. However, if you're a Roadhog with a Mercy pocket and you don't need to self heal, it's going to be a much slower charge up.

Personally I think the ult is fine, I love how it's a purely counterplay mechanic. I think the real issue is the lack of supports in the game right now, you only have Mercy and Lucio that function as healers and the game is balanced around always having at least one healer.
Ana is alright and Zen is getting a buff but still neither fill the healer role as solidly as Mercy does.
