even so, Europe doesn't set the proper mood. the game would most likely be set in England where patrol officers don't even carry firearms, so the wanted system would be all fucked up and every time you started shooting you'd have to wait for a special squad to respond to the location with guns. also there would be no gun stores, or citizens with guns who shoot back at you.
