MT was the first series to be set in modern tokyo almost 30 years ago and the series has stuck to the same post-apocalyptic beats for the most part since then. They only really went for the typical weebshit setting in Persona, and even then it was the first game to do it.
Regardless, when they say it's set in modern tokyo, that doesn't mean it's anything like normal JRPGs. For instance in IVTokyo is buried underground and infested with demons while the rest of the world was nuked to shit, with a feudal society forming on top of it, unaware of what's beneath for the most part.
