Can I play Bioshock Infinite without Bioshock 2 ? I only played Bioshock 1 (which would be called just Bioshock), and Im pretty sure 1 & 2 are eintertwined but is the 3rd part plot related to previous parts ?
Yep. Bioshock Infinite doesn't even really tie into Bioshock 1 or 2.
Infinite is only tangentially related to the first game.
Nothing in the second game is ever brought up in Infinite, if I recall.

It's not a bad game and Minerva's Den was a great DLC but the magic of Rapture was lost for me on my second visit. For a game so entrenched in it's setting, repeat visits rob it of its mystic and (macabre) charm.
You should play at least Bioshock 1 if you buy Infinites DLC.
