The game was going to be marketed to children, YOUNG children, so to get past what they perceived to be parent's paranoia they decided to make it the most child friendly game imaginable. And by "child friendly" I mean "paedophiles won't be grooming your kid on this game".
Numbers (either written out or numeric) were banned so no one could give out a phone number. Phrases like "where are" and "where do" were banned (as in, you literally couldn't type them out) so no one could ask where you live or what your address is. Also any phrases that could ANSWER those questions were banned, anything that could remotely be connected to giving a frame of reference to where someone is or how to contact them were banned.
Which made asking for, or giving, help on completing quests almost impossible. You couldn't say "go to that building and kill 3 ghost knights" (or whatever the fucking ghost knight things were called), for example. And you couldn't ask "where do I go to find x".
The driver's license thing was because people on your friends list had a more relaxed chat filter. But to be kid friendly, they had to ensure both parties were being given permission by their parents. So you'd have to scan in your driver's license and email it to the admins for them to verify before a friend request could be completed.
It's a shame too because the game was actually cute and fun and showed good signs of being easily expandable in the future. Even fun minigames like racing, where you could collect car parts around the world etc...
