yes, but the rate of rebuild is nearly 0, which is silly. population density means that if a group of say 100 humans get together at an isolated spot, there's not necessarily 500,000 zombies around them. so that over the course of a decade, if say 25-50 humans staked out a claim in a safer spot far away from density hotspots like cities, then you could expect the number to grow from immigration, and with more numbers comes more safety/etc anyway.
this makes more sense when you consider that in the context of the game and series, it's not just randomly 1/5000 people who survive, it tends to be groups to start off with. in that case rural communities who dealt with the situation better at the start would likely end up being the place where society would be best off, especially after a decade.

This is my main problem with the zombie apocalypse genre. All things that move with their own power, require fuel to do so. Zombies don't operate this way. Even disregarding rigor mortise, all zombies that came to existence during the first wave should have ceased existing after humans became hard to find. Within a week without eating flesh, the zombies should have starved or became dormant.
Even if all future natural deaths created more zombies, humans should have adapted after several years of survival and dispatched the dead in the proper manner.

I certainly believe Kenny wouldn't have hurt Clementine or AJ on purpose, but when he gets angry, he loses sight of the consequences or even context of his actions. You can see this earlier in the very same episode when (if? I can't remember if its optional) Clementine tries to stop him from beating the living hell out of Arvo and gets elbows in the face for her trouble. This in itself is relatively innocuous, but it demonstrates that Kenny may accidentally end up hurting the people around him in his rages because he's not in control anymore. There are plenty of other times when his anger and aggression could have hurt Clementine, too.
When he jumps the gun and shoots Carver in the lodge, rather than waiting for them to get out of an enclosed space with lots of cover, he gets Walter and maybe Alvin killed. When he gets ready to charge out of the truck with his fists at people he KNOWS have at least a couple of automatic rifles, he could have gotten everyone shot, Clementine included. When he stayed behind to beat Carver slowly to death instead of just shooting him in the head and running, he took the risk that he'd be discovered. And then he does the SAME thing to a random walker when Rebecca is having her baby and everyone really should be leaving as a group.
You don't need to be deliberately malicious to be a danger to the people around you. There are plenty of families that live in fear of a member with a violent, explosive temper, but nonetheless stay with that person because "He's not a bad man, you just have to make sure you never make him mad!"
