They're actually called the Grox, and they control all of the planets that lead up to the Galactic Core.
You could wage galactic genocide on them (but thats difficult because they all have high tier ships) or just rush to the core (what most people do).

I don't know but since the developers probably never considered it being possible it's probably the same as destroying any other normal empire.
Spore was kind of BS because even if you put an uber turret on a planet, it didn't affect the outcome of attacks on the planet unless you were on the planet (in which case it would obliterate everything with ease).
Come on, Spore has very simple combat, surely it can't be that hard a simulation?
Even the indie game Gratuitous Space Battles had a campaign mode where it would have other empires fight each other as background calculations, and they were very accurate background calculations because the end result would be that you'd be stuck fighting the most overpowered race (The Outcasts) using the most unfair tactic (spamming fighters).
Really sucks how Gratuitous Space Battles 2 fixed that but it had no campaign mode and crashes even more often.
