Vita TV owner here.
You'll need a handheld Vita even if you want to pirate games and play them on your TV it because of the proprietary memory card, so you have to side load them. Vita TV bundles are cheap though, hovering around $70, which will get you a Dualshock 3, 8GB memory card, HDMI cable and that Lego Movie game voucher all brand new. But DO NOT update it, because the exploit was patched since 3.55.

I would recommend Kid Icarus, Resident Evil Revelations, Mario 3D Land, Zelda remakes, and Smash Bros.
Depends on your taste. I played dozens of 3DS games and only found Monster Hunter, Project X Zone, SMT IV, and Style Savvy to hold any longevity. Kid Icarus is also pretty cool but the controls threw me off, I find that more of a fault on myself than the game though. If you want to pirate though, it's the way to go.
Depends on what you're into, but if money is an issue, than the 3DS would objectively be the better choice solely because it doesn't use those expensive ass memory cards.
Unless you're not into Japanese and Weeaboo (yes they are different) games, then both have pretty solid libraries.
Personally, I was originally just a 3DS owner, but then I just had to get a Vita because of all the games it was getting and is STILL getting.
If you like indie games, PS1 games, and weeb games, get the Vita.
If you like Nintendo games, get the 3DS.

Personally, it depends on the state that your current 3DS is in. If it looks pretty beat up, I would consider an upgrade.
I personally ended up buying one (refurbished from GS) because I ripped the back cover off my XL (bolts got too stripped when I was trying to take off the back cover) though it still works fine.

Can someone explain to me why nintendo doesn't adopt the same kind of CPUs/GPUs used in mobiles?
the n3DS xl is sold at around 200$ and it's just shit, the bigger display has an atrocious pixel density and some of the games just look bad.
Xenoblade constantly strains your eyes as you try to make up the text on that shitty screen, games like tales of the abyss are basically full of jaggies the likes of which you haven't seen since an atari 2600 game.
Meanwhile, I can get a smartphone that has a full HD 5.5 screen (bigger than n3ds) and 401 PPI (n3ds xl has 95) with 3 gb of ram and 2 quad core cpus and a battery powerful enough to last one day for 190$.
What's the hold up? For sure it ain't dimensions so what? Are nintendo just being jews?
