I know this is a joke but I don't think you're joking about the "endless possibilities". Chances are we've seen a good portion of the assets this game uses and the possibilities are only limited to those assets. The universe will just be variations of those assets. That's why this whole universe sized game gimmick is so unimpressive.

It's a game focused on exploration and gathering materials to improve your character. The objective is to reach the centre of the universe while visiting planets on the way. In theory, the fun is supposed to come from visiting these planets and discovering things.

Procedural generation has never really made for exciting environments before, so it seems unlikely that a small team of 14 people can pull it off well.

here's a better idea, as your crafts more complicated, you need to start building mines in dangerous territory, such as lava, so you need to build mineshafts that vent lava leakage so you can get the mineral.

that sounds fun, and appropriate to a procedurally generated world.

or you find a fauna with advanced intelligence, you harvest one and steal some intelligence genes to augment yourself to the next tier of engineering. simple shit, they don't need to make it complicated

The image you posted LITERALLY states a finite number of planets. Its 2^64 planets, about 18,000 trillion. And there are a finite number of permutations as well. The game works with base models for ships, plants, and animals. It stretches, palette swaps, and changes out parts of the model randomly but you can still recognize it is the same model. Its like saying there are LITERALLY an infinite amount of dog breeds.
