No explanation is better than bullshit explanation. Volgin could be a living conduit of lightning (hence his obsession with a Raiden lookalike.) He could be a Soviet supersoldier. He could be struck by lightning once and becomes electric (thus his constant muttering of "Kuwabara, kuwabara" whenever there's a thunder). Who knows? It doesn't matter. He shoots lightning charged bullets and he's evil, that's all that matters.
