Nintendo has actual paid staff along with detailed documentation of the 3DS and SNES, if they wanted to out SNES games on the o3ds then they would but they're locking them to the n3ds to sell systems.

Nintendo only make true emulators. As in a 100% accurate emulation of the entire console, and not just the game.
The downside is, it requires a much more powerful computer than the thing you are emulating. They are also hard to make. Odds are, outside of the Virtual Console on the Wii/3DS/WiiU, nobody has ever actually played one.
It is also the reason we will not be seeing reliable emulators for consoles made after the N64 for a long time.
The upside is, the emulation is reliable without any faults what-so-ever. So I can see why they would insist on doing it that way for a commercial product.
It also means you can throw pretty much any game onto it and it will work with minimal other changes. You just need it to recognise the emulator.

It can emulate GBA games easier, and run DS games because of the way the hardware is built. It basically has a DS built into it, so it doesn't need to emulate it properly.
You need to learn how emulation works, and no, I am not talking about that shitty freeware you can download from anywhere, I am talking about emulation for commercial purposes, remembering that Nintendo would find 1 technical glitch every 100 hours of play to be unacceptable.

They do it game by game basis, that's why when you tried to do fancy business by doing VC injections on N64 titles for example, barely anything worked besides the ones Nintendo released on the eshop.
