Your income is supposed to cap the number of military units you can have, have negative income and you'll start losing units. This doesn't apply to the AI, it can have HUGE deficits and keep its military.

for the most part I'm fine with them mixing it up but there are certain leaders you don't touch. it's fucking Napoleon. no Bismarck is already pushing it, as is no Caesar/Augustus (though to be fair Rome has lots of figures that could be good).

Civ is not a game being fed to children in schools. You get a loading screen with some details about your leader and that's about the extent of it for the normal player. If you're seriously valuing educational value in a Civ game over picking leaders that are actually well-known and that people like I don't know what to say to you.

Napoleon has been absent before, he wasn't in II or III. To my knowledge the only recurring leaders who were never replaced prior to VI were Gandhi, Elizabeth, Alexander, Shaka, Isabella, William and Genghis. They broke tradition in the last game when they dropped Mao Zedong, Julius Caesar and Montezuma II.

Gandhi (and maybe Isabella) is apparently the only one returning from V, and that's because he's essentially civ's mascot. It's nice to get leaders who aren't the "one true choice" imo, though it can go a little overboard if they fill the cast with Who? choices.

I don't think social impact is something that should be weighed in a privately produced entertainment product, I'm sorry. Maybe Civ VI will get a dozen people to read the Wikipedia article for Catherine de Medici but I really don't think that benefit outweighs the cost of people playing hundreds of hours in this game with a leader they don't really give a shit about (I think you can at the very least concede that far fewer people care about Catherine de Medici than Napoleon).

Do you really think that Civ VI will spark some sort of renaissance in the appreciation of Catherine de Medici? I think you're grossly overestimating how important these games are. I really don't know what to say if you genuinely think the Civ series has some sort of moral obligation to teach people about history, and if you truly believe that it would entail sweeping changes across everything, and Cleopatra would certainly not be the Egyptian leader because she is there 100% for name recognition and being female.

People who care about history aren't learning it through a video game. People who have never cared about history aren't going to start caring because they can play as obscure historical French leaders.

But not including modern leaders is not a Who? choice within the context of a historical game. Ashoka isn't a Who?, for example, and he actually ruled India.

Pedro II is a who to pretty much everyone outside of Brazil, it didn't stop them from getting him in.

I would say Who is relative to the civ itself, based on the perceptions of somebody who would have a very surface level knowledge of each faction. They would likely know who Pedro II is, but probably not Catherine de Medici. Most of the cast choices aren't along those lines mind you.
