Yeah, it's a pretty late game item, but it makes up for it in sheer ridiculous overpoweredness. The automatic setting is so gloriously overkill, icing SHODAN in two seconds flat sure is worth it.
The grenade launcher is a worthy mention as well, it's cheap, available early in the game and does metric fucktons of damage
