When Atlus of Japan was asked the same question, they kept giving ambiguous answers. They probably don't want his sexuality to have a clear definitive answer because it would ruin the character.

Maybe so, but the name of the game is "casual filters", and stage 3 seems to be where many people having real troubles. Getting the 1up at the end without dying for it seems to be a particular issue.
Stage 4 and stage 5 are riddled with their own difficulties, stage 3 just comes first.

Committing to half truths was really shitty on Atlus's part when it came to Kanji's character. Although, I have seen and heard from a couple of gay guys that don't feel comfortable with coming out until after they graduate high school, so I can see Kanji fitting that category. He does say that "his other self is also him" in his last social link, and he does show more interest in boys in the spin offs.
