You need to subdivide beats. Instead of just counting "1, 2, 3, 4," you need to count "1 and 2 and 3 and 4 and" in order to nail the offbeat notes. You should also be putting the stylus back on the screen in time with the music, just to help yourself stabilize in time for the nest strum.
If I remember correctly, the pattern you should be doing for the main riff in Rockers 1 is strum on 1, prep on 2, strum on 2-and.
