and the shooting segments and the setpieces were really great.
that madagascar chase is fucking amazing.
but there is just not much of it.
the first half of the game is a lot of story exhibition and very little freedom in combat.

The action is varied though. Compare the open ended madagascar encounters to the big bombastic multilayered chase after the clock tower to the elaborate psx area where you're isolated without teammates to the towering fantastical libertalia market and housing area with sam and how that ramps up the collapsing buildings and showdown with nadine where you're falling through broken boards and climbing around to continue the fight meanwhile dodging bullets then compared to the multi-leveled jeep escape with elena and the use of bouncing from elevator to elevator in midst of firefights then compared to the fight and chase agaist the armored truck where you're jumping over towers, running through markets, using your rocket launcher, sully saving you in the knick of time, then the ropeswinging ship graveyard and the bossfight. There's plenty more spots I'm skipping. The point is, there's A LOT of action.

You're not pushing forward on the stick in linear environments though. You're in a boat, in a jeep, climbing, sliding, ropeswinging, etc. looking for treasure, diaries, talking with your partners. One of my favorite sections is the Island part with Sam when you're going to individual islands, looking in sunken ships, playing marco polo and looking for clues on where Avery's stash is.

What are you getting at? You're able to bypass entire enemies in 4, and you only really have to shoot when they're shooting at you or driving fucking tanks at you. It's self defense and their mercenaries. They know what they signed up for. Why are you even debating these things like they detract from the experience. They've put enough thought into them, certainly more than any other shooter series, yet Uncharted is still nitpicked incessantly. The guys nate kills are goons and thugs. When he's on his adventures, it's the wild west, but Naughty Dog make sure no civilians get cought in fire.

I was gonna suggest DOOM originally, but the game didn't feel quite as fun on the second playthrough and the multiplayer is trash.
Overwatch destroyed whatever love I had for team based shooters and it made me never want to work with another human being ever again. Easily the biggest disappointment of the year even if the critics try to argue otherwise.
Uncharted 4 might be the best contender overall. It might not be the most fun game of the year, but the presentation and the production values are like nothing I have ever seen before. It truly did feel like a movie at times, and I mean that in the best possible way.

For the first semester of 2016, I'd say Blood and Wine or DSIII. I actually enjoyed myself more with Blood and Wine, but combat in DSIII was excellent.
However I won't consider these to be GOTY until I get my hands on Dishonored 2 and Deus Ex.
