I have a theory as to why Mei generates so much hatred; (full disclosure, I think she's shit tier even when she PTO)
Its all about agency. The bread and butter of video games is choice and consequence, progression and reward. Overwatch and by extension all FPS games share a flowing quality that is not normally usurped until death. A sudden, jarring end to a high-tension and frenetic exchange with other players is expected, but the helplessness of being frozen in place as you desperately try to kill the Mei coming directly toward you only to be frozen when she is at 10% health goes far beyond just intellectual annoyance. I feel as though it is more of a reflexive denial of your inputs and the instant loss of agency that really rubs people the long way. There are plenty of reasons to remove her from the game, but the most paramount would probably be the fact that she contravenes the main tenant of Overwatch from its inception. Fun. Mei isn't fun to play against. Personally I don't find her challenging to play- and I dont mean that as a means of being reductive of others' use of her, but she is usually dead weight on any team. I am buttmad btw.

People usually don't enjoy being CCd.
Mei is a 100% CC based character in a fast paced shooter. Her main CC combo also ends in an instakill. It's easy to avoid by not being in range, but even a good player will sometimes just screw up and get frozen and die.
It doesn't feel like she did anything skillfull or impressive, it feels like pure bullshit. It's also not fun to get walled off, it's not fun to have to kill her twice and wait 4 seconds for her to become vulnerable, it's not fun to get stunned for 7 seconds because you don't have mobility and got clipped by her ult before you managed to get out.
She is the classic Blizzard frost mage archetype. A character that revolves entirely around CCing and taking away your ability to act, but also gets insane damage by freezing you (in this case in the form of guaranteed 150 damage headshots, able to OHKO basically everybody.
She needs a redesign. As she is right now Blizz will never buff her because she is cancerous to play against and people don't want to play against her, even if she legitimately needs buffs because she is awful.

McCree's stun is a lot less obnoxious. It's a 1 second immobilization that happens instantly, so it's like ripping off a band-aid in that its incredibly painful but quick.
Mei takes a few seconds of slowing you down to a crawl, reducing your turn-rate, basically leaving you unable to react to ANYTHING and that's before she even fully stuns you. And she even so much as tags you with her fart gas, she starts to slow you down noticeably.

I love Mei. She's my favorite character. I hardly ever get POTG or most kills and against a disorganized team you're probably better off playing any other character. But what makes Mei great is the ability to completely throw an organized team off their game. The ability to cut a Reinhardt off from his team and heals then freeze and shoot him dead is an amazing benefit to your team. You can slow Genjis and Tracers. Wall off sentry guns, bastions, and ults like whole hog, high noon, and 76 sights. You can charge into a group like a bowling ball after their heals. Then when everyone turns to fight you iceblock, wall, and continue the chase. Solo a Mei would get wrecked in that situation, but with your team adding pressure she can provide enough distraction to completely break down any organized team with a strategy's cohesion.

I feel like instant freeze could be severely nasty. Maybe make it to where the amount of time it takes to get frozen is dependent on your max HP? So lower max hp, the quicker the freeze. This would at least put her into a counter flanker role which is needed since Bliz doesn't know wtf it wants out of McCree.

For me, good Genjis are untouchable and good Soldiers are perpetually blowing your face off from any direction the moment you reveal a nose hair. Good Meis are still as only as good as their team, and even then they'd be better utilized as any other hero.

I agree, but there are other heroes that take away agency (mcree's flashbang, now ana's sleep dart, others I can't remember probably) that aren't as bad. The main reason I find Mei annoying is that she is far too effective for the amount of skills she takes. If you so much as graze someone with your freeze beam they're instantly slowed so that they can't escape so long as you keep freezing them; if they then don't have the DPS to kill you before they're frozen (I.e. most heroes) and someone else doesn't intervene, you have a free kill. A bad Mei is a hinderance to everyone, but a good Mei can do pretty great work. As a Mei main, I find her wall best to use only when an obvious push is going to happen, or I'm in a dire situation. More often than not, I use it to escape losing battles and cuck enemies out of their ults.no pleasure greater than ice walling a high nooner, but shutting down D.Va, Junkrat, and Phara is pretty good in itself.
The real problem I see with Mei users however, is an over reliance on walling anything they see as opposed to walling flankers and targets out of group focus, and trying to run headfirst into an enemy to freeze them, as opposed to icicle sniping, and only freezing when someone comes to you.
TLDR; May can be fun to play and deal with, if the player is actually clever and not an obnoxious cunt.

The problem with Mei is natural human thought process isn't prone to think in terms of delayed consequence. Feedback on mistakes are usually immediate, and far reaching consequences are hard to understand. When the consequence for fucking up is delayed, most people will feel they got cheated even though they already had their chance to fight it.
Mei's design perfectly encompasses this. You don't actually die till slightly after you failed. So it feels like you died unable to do anything about it. The truth being you simply failed the moment you were frozen. Same as you failed the moment you didn't spot the sniper in time to avoid being headshot, or didn't account for the fact you were in range and LOS for Reinhardt's charge and got fucked for it.
Did they tighten the spread on D.VAs guns? I feel like I can damage people farther than I expect now.

Mei is fucking garbage. TTK is huge compared to any other character if you use the freeze combo. Otherwise you have a delayed projectile with huge damage falloff. It's gonna be even worse with the new hitboxes. Ice wall is literally useless if the other team has a character with vertical mobility. That's basically everyone. Her ult is shit and an Amped up Lucio can fucking walk through it. Her one niche is panic swapping to delay a point capture, but she's outclassed by D.Va and Tracer in that regard because they're faster and can survive longer.
