Bastion serves the unique role of making a Reinhardt completely useless, especially when attacking a payload.
Reinhardt, for some unexplainable reason, causes people to suck and not know how to play around him. So I pick Bastion, remove the Reinhardt, walk back into spawn and swap, or I stay on the payload if we have a shield hero.
I don't pick him otherwise, because the team doesn't usually stick to the "protect our bastion" strat.
With that said, I enjoy shielding him as Zarya for the free charge.
He is not too bad if you don't get greedy and switch back to mobile form as soon as you can't see any more enemies. Also the team needs to keep an eye on bastion because he needs to be guarded in the same way as the support heroes.

I actually do worse with Bastion whenever there's a Rein on my team trying to shield me. In my experience, Bastion is best played as a hit-and-run cutting character. You plant him in a corner and wait for a couple of teammates to come through, you shred them, and you haul ass and heal behind cover. Unless Rein plans to follow me every time I get up and hit a different cutting point, he can fuck off. Otherwise, he's just making the two of us a bigger target for the enemy team, on top of being a liability by not shielding his fucking team. Of course it's a different case when I'm on the payload and Rein is shielding me, as we're both contributing to the objective then.
By the way, I'm a firm believer that Bastion can do well in attack maps now that self-healing fills up the ult. More chances for him to do his tank means more survivability for him, and more chances to wipe out enemies and get into position before the enemies come back to the point.

Hanzo, Genji and Bastion are all great characters... in the right hands. High tier players frequently pick Hanzo and Genji in solo-q in particular, but they actually bother to aim and play the map instead of staying in one spot and missing pot shots.
Skill levels can completely transform the meta. A Hanzo in 70s is a different beast from a Hanzo in 40s, and if you try to play Pharah in 70s without consistently landing direct hits you're probably gonna suck a lot worse than if you were playing Pharah in low MMR.

If they want to make Bastion more useful to pros, what they need to do is give him more mobility so he can pull that role off better. Maybe change "turret mode" so you hold down M2 to reconfigure, then press M1 to fire, then release M2 to go back to recon, then give him a new LShift that gives him a quick speed boost or lets him drive up walls or something.

Only character that should be removed is Mei. Every other character has their use, can be fun to play with or against, and generally aren't just obnoxious. Mei drags the entire game down because she's just aggravating to deal with, not even that she's OP it's just that there's absolutely zero enjoyment to be had in being stopped dead in your tracks by her freeze gun for far longer than even mcree's flashbang (which i recall a lot of people complaining about at launch) or having anything you do get cockblocked by an ice wall (especially when it's one from your own team) or just having to wait a few seconds while she hides in her safe space immune from literally everything.

There are two cases where Bastion is a god send.
If you know the enemy is going to be using Reindhardt or if they start stacking Reins or Monkeys.
Or
If they lack long range characters.
Not even kidding, Bastion still sees some niche uses like that even at Rank 70+, probably going to disappear with the removal of hero stacking though.
