There is literally nothing that indicates this. He's just the chancellor of Niflheim for now, we don't know his motives, we don't know if he even has allegiance to Niflheim, we don't know what his battle powers are if any. He's a wildcard but he's a red herring, a distraction.
Ravus we know has deep seated hatred for Regis and by extension Noctis, him being the prince of Tenebrae serves as a counterpoint to Noctis being the prince of Lucis, with Tenebrae meaning darkness and Lucis meaning light, yet Ravus wears white and Noctis wears black. Ravus has a mech arm and physical weapon while Noctis has phantom weapons and magical spells. They also both share a connection through Luna. Then there is of course Ravus talking about the world ending in the 2013 trailer, which was clearly reference to the plague of the stars which is the very thing that Luna is trying to prevent.
Even their respective kingdoms are opposites, you have Lucis being a modern metropolitan city while you have Tenebrae being a classical medieval fantasy kingdom with floating castles and overgrown with nature.
Noctis and Ravus both work as counterpoints to each other. Ardyn has nothing in common and is a completely wildcard.

Episode Duscae itself proves that wrong because the splash screen in ED says they were on their way to Titan but the car broke down and that Titan was laying dormant, and Gladio says they have to pay his enormousness a visit, which proves that they had not yet even encountered Titan yet at that point.
The "leak" makes up constant bulls*** from things we already knew and completely leaves out major story elements such as the plague of the stars, THIS IS IMPORTANT. In the 2013 trailer the hooded guy was voiced by Yuichi Nakamura and in the Kingsglaive website when they just listed his name last month they also listed his VA as Yuichi Nakamura which cemented it.

There is far more evidence for Ravus being the main villain than there is for Ardyn somehow being one. Ardyn is a politician, he's pretty much leading Niflheim. Him putting his foot on the throne of Lucis is just him exerting the fact that he conquered Lucis, something that is within his job to do.
