Man, I don't fucking know. In my oldest save file I had an "awesome" Pikachu with TShock, TBolt, Thunder and Mega Punch and I remember it doing well. But when I started a new save a couple years ago Pikachu just couldn't keep up and I dumped it in the box soon after that lv25 Thunderbolt ended up being extremely disappointing in strength. I know I level grinded as a kid, but it must have a been a helluva lot to make a shitmon like Pikachu useful. Not even gen1 ingame was lenient enough to warrant using one without evolving it or Light Ball being available.
