He's one of the more successful villains but even Sin from FFX managed to wreck the world on a regular basis.
Sephiroth fucks the world up pretty good. Ultimecia conquers whatever civilization exists in the future of FF8. Sin/Yu Yevon was reigning death and destruction for quite a while before the FFX cast came along. Caius successfully destroys the world in FFXIII-2

He went crazy and lost value for life after being experimented on with magicite.
It's easy to poke fun of now but he was a refreshingly different villain for a fantasy game at the time it came out and didn't really reveal his true colors until the halfway point anyway.

Actually most FF villains actually do what they set out to do, Exdeath manged to put the whole world inside the void before his final battle, Ultimecia did her time crash thing only failing to take into account that doing so would make the prophecy she is so afraid of actually happen, Kuja did managed to set out the thing that could destroy the world if freed, the only problem was that it aparently was going to have to destroy the world manually

He was a nihilist but not like the faggots like to use the word, because of the experiments done on him fried his brain he went so insane he couldn't really graps the concept of striving to live, he acted based purely on a understanding that destroying things was considered bad by other people but as he said he didn't understand why doing that is bad, he also wasn't intelligent, just lucky and rather pragmatic during the war
