It's using the same pipeline as the Virtual Console games, so each rom is dependent on a custom emulator suited to it's needs. That's why the game list is all previously available VC games.
The controller's working on the Wii motes is a nifty feature, might pick one up if the price is right (which is most likely won't be because Nintendo)

This allows Nintendo to sell VC titles to people who don't own a Wii, Wii U, or 3DS. This way it only adds a new market.
The more recent Animal Crossing games are on systems where VC is available (after N64/GCN), and thus COULD eat into their VC sales.
