Sounds good. I guess this is how they'll make PS4 games perform better. There's probably going to be options to select resolution and framerate. Like 4k at 30fps, 2k at 60fps or something, either set by devs or selectable by the player.
Maybe I misread but I don't really know how many PS4 type systems an account can be placed on, which will be allowed by PSN. For example you can only have 1 Vita, but 2 PS3s with your account. Is the PS4.5 considered PS4 or is it its own? That kind of info.

Some games are screwed since the CPU is still pretty bad though. The Witcher 3 and Bloodborne will get graphics bumps but 30FPS is what they will stay at because of the CPU bottleneck. Anything Open World is fucked (The backlash on Horizon Zero Dawn not running 60FPS on Neo will be interesting). A linear game like Uncharted 4 can get a boost for sure but anything open world, don't expect much but graphics boosts.

Not yet but the CPU on the Neo is really bad. It's just an overclocked jaguar processor like in the regular PS4. You'd need a Puma running at 3ghz per core for the performance needed for 60FPS in open world unless you design around it like MGS V.
The ZD demo they showed at E3 had a lot of frame dips and LOD pop in so it's stressing the PS4 CPU already. I'd imagine they could only get solid 30FPS on it at best and fix the issues. Again, I'd only expect linear games like Uncharted 4 and maybe Driveclub to get a boost out of this.

The April point is where they would have been finalizing specs for a 2016 launch. Not much will have changed. Especially since its a dev unit and those have a lot more overhead. It's likely what you see is what you will get.

Yes for a 2016 launch. We don't know if its still launching in 2016 since things change, especially with the Scorpio coming out next year and if the rumor of a spec bumb are true. All we know for a fact is that it exists.

The leaked roadmap is 2016 and Andrew House has already said it will be out before March 2017. If Sony delays for a spec bump, they are going to lose billions of dollars just to change out for a 5.5TF and MS won't have locked their specs till the Neo is out. So if Sony suddenly tries for a 5.5TF like the RX 480. MS can bump to 7.5-8TF in January (And it's possible since the Vega jump will be just as massive as the polaris jump) and use a zen-lite or even full zen on Scorpio.
So basically Sony's fucked if they launch this year or fucked if they try fiddle with specs at a late stage because the cost to the company would be huge to suddenly change part orders and throwing away billions of dollars and MS Still will have the jump on them since their spec lock will be in April/May 2017 and the PS4 neo specs will have been known for months.
