In Dota case, the system reads bans from multiple games, so you are never banned from a spam of people in one single game.

Although maybe people in wow will have to learn how to use character emotes to communicate when silenced. There should be a "silenced" section of stormwind/org where people /sit or /dance to signal the need for a party. People sitting on the left side of the cathedral entrance would be looking for raid 1, people on the right side for raid 2. If your character is facing north you're looking for a tank, south for a dps, west for a healer, and east for lfg.
