They didn't support 4 players because the devs knew the vast majority of PS2 owners did not have a multitap. They weren't going to waste development resources on a feature that they knew would go unused. Hence why most of the 4 player games were multiplats.

Did you just not have any friends growing up or what? It wasn't hard to get 4 people together to play Smash, Goldeneye, and Mario Kart on a regular basis. Most people were up for it so long as at least one person had the resources.
