1 and 2 are both equally good for different reasons.
If you don't like 1 chances are you won't like 2, because 2 requires you to really get into the lore/politics to enjoy. You might enjoy 3 as I heard they casualized some of the gameplay elements, but at its core, it's all about the quest stories and lore, and if you didn't enjoy that from 1 you probably won't enjoy it in 3 either.
