It's not as strong as just having two damage dealers.
Like:
Pharah + Mercy boost = 1.5x damage
Pharah + Pharah = 2x damage
I mean, Mercy is a support, but while she's damage boosting she's only contributing an amount of damage that's equal to 50% of the person she's boosting. In many situations she'd be contributing more by just shooting enemies with her pistol instead of boosting an ally.

Mcree lands 205 headshots, Zen does the same, Pharah rockets become 182 damage rockets and her splash hits 100 damage areas, Widow gets back her ability to bodyshot double tap nearly everyone and also gets 450 headshots, Soldier starts being able to mow through 200 HP in a second if you land headshots at 30 a piece at 20 rps.
Mercy boost is fundamental cancer.
She's already a mandatory pick, if you removed damage amp off her, halved her healing beam and removed her pistol she would STILL be a 100% pick because of her ult.

Ana is pretty fun for a healer.
Her heal grenade + heal tranqs (or any form of healing) seem like the best way to rapidly get a tank from low or critical HP to full outside of Zen's ultimate.
