Yeah. If you picked Cyndaquil and caught anything like a Bellsprout to try and balance against water types you'd barely be at the appropriate level at that point for her gym. If you caught three Pokemon you were basically fucked without a bit of grinding due to the level curve.
As much as people say to use Machop or Heracross that probably isn't your first thought after sweeping the first gym and seeing how underlevelled the sprout tower is on the whole. Whitney just comes out of nowhere and fucks you up even if you don't get your Poke's attracted.
Jasmine's Steelix is another wall in the game apparently simply because of, again, the awkward level curve and goddamn it's high levelled for it's area.
