It indicates that the button just need to be held, and not pressed.
This means that if you are doing a run of just that level, the button needs to be pressed so it can be held, so it's 1 press.
And if you're doing a run of the full game, the button hold can be carried over from a previous press, so it's 0 presses.
So it would technically be more accurate to say a "half press" is "0 or 1 presses"

We are only counting A presses. The goal is to complete the game in as few A presses as possible.
You can't actually do half A presses, it's just a term used for talking about doing few A presses.

For full runs, it's 0 A presses, for level runs, it's 1 A press.
1/2 A press turns into 0 A presses if you need to use 1 A press previously in the run, and turns into 1 A press if you don't use any A presses before.
