No, it's not. As far as the engine and mechanics go, everything is untouched. They added an ENB, higher resolutions, and more effects.

If you haven't figured it out yet anon this germination of consoles is literally just the remastered generation. Nearly every good game on the Xbox One or PlayStation 4 was ported over from the last generation of consoles.
They can't make anything decent on this hardware so they improve games that have already been made. It doesn't help that game companies are more than pissed at what they have to work.
