What are these things on the bottom of his feet & why do so many robot characters seem to have them?
Thrusters.
I think they're the thrusters for X's dash move. Dont know about any other characters though

Those are the same kind of holes that action figures have on their feet. They are used for holding it upright on their display stands. The ones on Megaman are used in the same way.

That's what I thought it was too, but I can't find a single picture where he has them. He's always depicted with his feet completely retracting into his legs to use his rockets. Without them, the bottom of his feet are flat.
