Nope, they don't. In fact doing so is considered really bad. It's just that... Well, public baths are usually nude but it's not like you can draw everyone naked and sometimes magical light beams/steam isn't enough. You also can't just draw them in bikinis, since that's considered even more rude.
The logic is that you wash yourself BEFORE you get into the bath. The bath is more of a hot tub sorta thing, in that the aim is to relax yourself with hot water and not to get clean. But since you're sharing it with so many people, you gotta make sure you don't contaminate the water.
So no swimsuits, since they might have shit on them like psycho ocean parasites or sand or something. Towels are generally frowned upon, especially if they're your own. The bath house's own towels get somewhat different treatment since they get professionally cleaned constantly so they're less likely to bring something dirty into the water. Which is probably why you always see anime characters using towels, and the exact same towels.

Yeah I get that in Japan you're expected to wash / shower first and then use the tub, and that the tub is for relaxing. It's kind of the reverse of western bathing, the tub ends up being a soup full of soap and other additives (including human filth), usually with a rinse from the shower afterwards.
