Each DC has a couple of realms that are crowded and naturally people gravitate towards those, realms like Chocobo, Gilgamesh, Balmung, Cerberus. Because of how fucked up their data structure is they can't just merge the servers (and it would look bad anyway) so they're introducing cross-realm linkshells and party finders in 3.5 instead.
It's only to be expected. Maybe 4.0 will give the game another jolt.

EU phoenix isnt dead. Lvl 37 paladin and i can find a dungeon immediately via duty finder and see players running around pretty much all the time.
Also Limsa Lominsa and Uld'ah are pretty populated even now

I live in the present. Primal datacenter is getting nothing but a influx of new players who jumped ship from other MMOs. Can't go a single day in-game seeing without some new guy in Novice Network or Duty Finder mention something from WoW or GW2.
