That's the Hunter's Workshop, in the Hunter's Dream there is another Hunter's Workshop because Gehrman is the host of the dream and created the workshop.

That was Gehrman's original workshop, on which the Hunter's Dream was based.
Inside you'll find an umbilical cord, which is presumably how Gehrman learned of - or came into contact with - the Great Ones, specifically the Moon Presence.
Why, exactly, the Moon Presence sought to bind Gehrman to his own dreamscape is another issue entirely.

What I think few people are talking about is the fact that the whole game seems to take place in a dream world. The Yharnam you begin in is already a dream; you constantly reawaken in it when you die, and it seems to become more and more nightmarish as the night continues. The doctor at the start hints at it and when you finally, truly wake up at the end (if you submit to Gehrman), the city is completely empty from the looks of it.
So it's all just a dream, with dreams within the dream.
