That's a pretty bold lie. Many of the locations had interesting bits of backstory, both in the way of logs and holotapes and environmental cues.
Let's not act like the locations in NV are somehow the pinaccle of interesting places. Most of them are just an abandoned building/cave/parking lot with nothing in them bar a couple enemies.

The writing and world-building is much better. Some people prefer the setting and atmosphere of 3, but I think the Mojave has its charm. The DLCs are arguably better than the base game.

chems themselves are apparently, since you can make stimpacks out of random fruit and an old needle apparently.

bullets are surprisingly simple enough to make, but what really surprises me is the lack of scarcity of high tech stuff like laser rifles. It's probably really hard to make a fusion battery for a rifle out of random animal parts and debris, but bandits and the like just have tons of them

One of the coolest things in Fallout 3 and New Vegas is collecting the unique weapons and clothing. The names they give them are cool though.

Finding the Survivalist's Rifle or the Gobi Campaign Rifle knowing the history behind them is really cool from a RP perspective.
