You can't use money to get a strong pokemon. You can buy items to encounter more pokemon but that doesn't mean they'll be good pokemon.
The people who have it the easiest are simply people that live in a populated area near pokestops. Pokemon encounters are more frequent in populated areas and pokestops have a short cooldown time and basically give unlimited items.

But if you do things like pop a lucky egg right before you hatch 9 10km eggs at one time then you can get exp at a much faster rate than free players. Exp gets you to higher levels and higher levels find you much more powerful pokemon.

All your arguments are about the battling, which is a staple of Pokemon you're right. However it's already I lot of work to go out and work to find these Pokemon, the great thing about the game which is also a staple, that adding a battle system for wild pokemon might risk alienating the more casual crowd. Imagine how frustrating it would be to go out to search for something only to have to potentially run away are risk dying.
