He has best unassisted movement speed, double jump, wall climb, bullet reflector, a dash, and decent damage.

You can and I try to but most Tracers will just blink to safety as soon as they lose health. One headshot as Hanzo and the job is done. It's not really that hard, especially not if they think you are free kills, get close and you headshot them up close which is simple if I can twitch aim properly.

Genji has high mobility with Swift Strike, double jumps and wall climbs, though he will fall slightly behind Lucio and Tracer in terms of raw speed.
Tracer has the highest speed in terms to covering lateral distance with Blink, but comparatively low vertical mobility.
Lucio has second best mobility and speed with his wallrun and speed boost.

Nah, he is just countered very frequently in casual games. Very rarely do I see a reason to use him beyond early attack or Bastions. I've played him the most but all the other offense heroes are just less effort-more results. Playing Genji is fun but suffering at the same time.

It's also not even a decent escape move like Genji's dash, it's just a panic button to dodge damage for a couple seconds but without deflect's potential to actually do something with it.

30 health isn't going to save anyone, and Reaper needs it because unlike Genji he has to be right on someone's tits to do damage. And Dash is just a panic button moving you forward a bit...Wraith actually makes you invulnerable from everything but it can be used offensively getting you into position.

There are a good number of flanker characters that can find you while you're trying to position and activate your teleport, and you can't always see the full area around where you're teleporting to, so it isn't always a safe ability.

Dash can be used defensively to dogde attacks or offensively to do damage and get close to someone, or both at the same time if you're decent. Wraith will hardly let you "get into position" since it makes Reaper a big glowing target, nobody is going to just let you waltz right up to them, and if they haven't seen you yet then theres no point in using it.

I do see people complain about Death Blossom because they're also shitters. It takes good positioning and stealth to get a good one off, or else you will be countered by Roadhog hook, D.Va's matrix, Reinhard's shield or ulti, McCree's flashbang, Genji's own fucking deflect, or straight up getting killed. Other than dying, half of these will just chew up a second or two of Genji's ulit rather than completely stopping it, and the others wont affect him at all.
The fact that Genji can turn enemy ults against them is an insanely powerful tool, he really has incredible potential. Its just proof that those crying for him to get buffs just cant play him well.
