its not a meme, that's the game that introduced the level grinding RPG mechanics to the multiplayer. or maybe CoD 3 did, didn't play it because it wasn't made by infinity ward. either way, the leveling system and killstreak rewards brought a whole new flock of casuals to the series, who are the demographic that the developers eventually started catering to, rather than their original fans.
