Zestiria is the only outright bad mainline Tales game. Every previous mainline title is worth playing.
ignore symphonia 2 and tempest, they were shit so they got demoted to 'escort' titles
practically all the non-retro Tales games are available on PS3 (and they all have rewards for previous Tales save files in order of release, including Symphonia HD).
Vesperia is a unique case where, for whatever reason, Bamco released a beta in english on Xbox, then released the full game in Japan only on ps3 (they have never explained why and refuse to discuss it). there is a translation patch for the ps3 version but you need a ps3 that hasn't been updated since 2006 to apply it.
for anything pre-symphonia, emulate.
for Abyss, get it on 3DS or track down a copy for PS2.
don't play the GBA version of Phantasia.
if you have to play Zestiria, to sate your morbid curiosity or something, get the PC version as it runs the best of the three ports (followed by ps4 which is brighter, then ps3 last which is dark and muddy). the save file rewards are just plush dolls from previous games, but on ps4/pc they scatter them through the game so you don't miss out anyway.

- don't play xillia 1 and 2 back to back, as X2 allows you to explore practically all locations and dungeons from the original game, on top of its own new locales. so you will likely burn yourself out if you jump right into X2 from the original.
- Legendia is kind of a gray area, nobody really talks about it, but i don't think it's considered especially bad, or especially good. the character designs are kind of a mixed bag and the graphics haven't aged so well, but the music is nice and it's still a perfectly serviceable jrpg.

He was the producer on the series for awhile, and there's a lot of rumors about how much he fucked Zestiria up.
Basically, it was the director's first time in that role, so he was very indecisive from inexperience. Baba didn't step in to help him when he needed to, so the entire staff was disjointed for a majority of the development cycle.
As far as the story goes, the writer had to draft two different scripts depending on which character the story was going to follow, and the staff was massively split on which to go with so every time they wanted to change something in the story he had to update both. The director couldn't settle on one, and Baba didn't decide to step in until very late in development where he finally chose one because his waifu the VA for the character. The end result was a very fucked up and rushed script, with a certain character feeling very shoehorned into the party.
Post-release, Baba was ducking every event and his VA waifu ended up having to apologize to the fans in his place.
The blame lies with more than just him, but being the figurehead of the series (and not having a great track record with the fans already), he's the one that gets roasted.
