Because if he sends out one vault-dweller, he's a curiosity. If he sends out a duo, or a crew, then it's a sure sign there's another emergent power in the Wasteland. That isn't good for the vault and its continued secrecy. I think he even mentions that it's discretion that forces him to send you out alone.

It's likely that PC is some sort of undesirable, when you look at pre-made characters, you have Max who is strong and stuff but also dumb because he was dropped on head as a child, Natasha had problems with understanding the concept of private property(aka she was a thief) and that third diplomat guy who's name I don't recall was possible competitor to the Overseer.
On top of it as far as I recall the followers were late addition to the game, it was intended to be played by single character(possibly it was balance/engine limitation as it started as Tim Cain's sideproject).

Yea his plan backfired because the vaults opened. those pesky plumbers. i feel bad for the vault dwellers that got shot in the opening of 2. no adventure for them, just instead lead to the face. atleast the arroyo tribe made it out alright. and what about the ending anyway, they weren't really somewhat mutated right, or they were but it wasn't severe. i forgot if the vault dweller (or tribesman/woman) made the right choice in keeping their tribe alive and many others, if it means a whole new type of human

I didn't feel that he was poorly written. There just wasn't much to write about him. He isn't really much of a character and just functions as the final boss. As much character as he does have is appropriate. If you talk to Caesar and learn his backstory you picture a barbaric savage crafted into a very sharp and controllable point.
Then you meet him and he's quite eloquent as well as quite talented in regards to strategy and logistics. He's still that savage brute crafted into a sharp point, but it truly shows proper shaping of his mind and loyalty, rather than just being an attack dog.
All of the other officers in Caesar's Legion function quite well to the point that you assume that they were second generation or from fairly well educated tribes to begin with. But with Lanius you can see how far Caesar can take the backwards losers.
He's the best and worst evidence for Legion success depending on your perspective.
He properly conjures up a brutish Germanic auxiliary learning Latin and adequately representing his foster culture and its military might both against his former countrymen as well as other civilized states.
