If your settings were too low, the game would pretty much put everything on the CPU - even shit that should be processed by the GPU.
you had to find that perfect sweet spot where the settings were high enough for the game to realize "okay, we'll use the GPU instead" but not too high to the point where your GPU was too weak for the settings being used
