Riften is a major port and Imperial owned, if Thalmor took Cyrodil they could easily walk in.
Bethesda does not pay attention to what they write, they don't give a flying and neither do the dumbasses who buy into their games.

The Dominion will work to destabilise the region through propping up rebels, before invading through the bottlenecks.
A terrain advantage means fuck all if you have a diminished force that lacks any cohesion and all your best soldiers are either dead or tired.

They don't want to invade Skyrim, they want to invade and conquer Cyrodiil. They're trying to destabilize the empire through kikery and are afraid of a decisive outcome of the civil war. If Stormcloaks win, they'll have a Talos worshipping battle hardened enemy in a land that can't be easily invaded and controlled. If the Loyalists win, (what's left) of the Empire will retain a province that bridges all others together and will be united and ready for round two.

The entire reason you wind up on the chopping block in the first place is because the Thalmor were doing everything they could to get custody of Ulfric and have him "escape" and continue the war. Tullius had to kill him on the spot.
Why would they attack themselves? They will pressure the Empire in retaking Skyrim. Keep the war going, let both sides grind themselves down further.
