If I had to guess, it's because Boo had the fortune of being in the very first Mario Party as a special character who steals stars and coins. This alone made it stand out. Then returned in 2, was promoted to being in some minigames in 3, and became playable in Mario Tennis. Then it was the host of a board in 4, and then was promoted to playable in 5. Then Luigi's Mansion happened which centered around Boos (no other enemy had a game about only them) further increasing their popularity.

You have to admit it's a cool idea though. And they're copying the in-game trophies, not necessarily the promo art. They were trying to emulate that whole trophies to life thing established since Melee.
