It's because the characters are IPs themselves. Which is the case with most Japanese companies, and they believe they should be touchstones, because Japan is either super sensitive to writing a character arc or their market is expected to abandon it if one ever finishes.
So even though Chris and Jill and Leon go from working on a Special Police Force to a Special Military/Government force, they're still forced through the same arcs, Leon getting cockteased, and Chris grudging the loss of his friends. This can be seen all over Capcom. With Street Fighter characters maintaining their personality quirks across decades. Every antagonist in Mega Man games are evil caricatures who do evil just in service to their role. Even when a romance is permitted like with Ryu and Nina; there's a cyclical entry to it because they repeat like Links and Zeldas.
And this is a problem in all of Japan. It has been 24 years since Robert and Yuri have been dating in Art of Fighting/King of Fighters, and Kensou will never get to go out with Athena.

First: Anyone can get more training. Everyone was a rookie once, and Leon in particular went from Rookie to Super Badass between his first and second appearance.
Second: Even if they didn't want her to become a frontliner, a special force outfit like STARS and especially the BSAA needs more than people with a high marksmanship score. HD version essentially looks better on a HDTV. It does have a widescreen option, but it seems to crunch a little. Also the game does lose some of its atmosphere on the HD version, some things simply don't look right in it, but to be fair the game was never really meant to played on a HDTV.
So hard to say if it's worth getting it again or not. Maybe give the Wii version a shot, and decide [do I need something that looks better, or is this game good enough?]

Well the models look a fair bit nicer but the backgrounds had to be upscaled. Some of them still look pretty nice, some didn't do so good.
RE0 HD is a different story, all the CG assets still existed so they were able to render things out again with better textures, models and lighting on top of the improvements to the live 3D stuff.
