Nifelheim demanded from Regis to surrender every city and town in the Kingdom besides Insomnia, the capital city of Lucis, or Nifelheim won't won't sign the peace treaty. Regis agreed.
The glaives thought that the King lied to them and that he abandoned their home countries, some of them rebelled (Like Libertus) and others betrayed the kingdom (Like Luche) and sided with Nifelheim, Drautos was already a traitor from the start.
The truth is that Regis was trying to buy time because he was getting weaker and could not hold the barrier that was protecting the kingdom anymore. If he had not sign the peace treaty the barrier would eventually fall and Nifelheim would invade and kill everyone. The glaives didn't know that. Like i said though, half of the glaives were already traitors before that. The glaives that were not traitors felt betrayed by Regis and became rebels but they didnt know about the traitor glaives at that point.[/spoilers]
